Esther Cheong


Esther is a property and land use economist with 20 years’ of national and international experience. Esther provides land use and development advice that assists with various phases of land use and infrastructure planning, from early inputs to early planning and business cases to front-end real estate activities.

She works across a broad range of asset classes and provides strategic advice on all scales of development and infrastructure projects that guide investment and policy decisions. Esther is a trusted advisor whose advice has assisted the delivery of major development and infrastructure projects. Her advice has additionally helped shape planning policy and interventions. Esther is a specialist valuer and provides expert evidence in property economics and complex valuation matters.

Esther is an Associate of the Australian Property Institute (API) with specialist certifications of Certified Practising Valuer (CPV) and Certified Property Practitioner (CPP).

Matthew Kelly

Principal Economist

Matthew is an economist with 10 years of consulting experience across all areas of economic and financial analysis. His key areas of expertise include economic and social impact assessment, cost benefit and triple bottom line analysis, financial appraisal and cost-recovery pricing.

With a background in agricultural economics, Matthew is passionate about regional economic development and has extensive consulting experience relevant to regional and emerging economies.

Matthew additionally has a strong background in stakeholder consultation, strategic planning and management of multi-disciplinary project teams having delivered numerous surveys, workshops and forums. Matthew’s advice has shaped business and strategic plans for public, private and not-for-profit clients.
